I think the key is the contact surfaces the shell makes with the inside of the cannon. It is the reason lead was use for gun bullets. You want a softer metal against the hard steel surfaces inside the cannon.
I thought the reason was lead is heavy. But it seems strange to spend money on the brass and the plating process when u can just use a softer grade of steel and spray the outside.

Do you really need to plate brass an artillery shell? Steel should do fine.
the strength of the material is steel but the coating is what determines the surface chemistry i.e. wear and corrosion. brass is a solid state sealant and lubricant. with brass plated steel you can have very tight tolerances where the brass plate presses against the barrel, and it will still be able to slide in and out of the breech. the tighter the tolerance, the less gas escapes.

due to high friction between the barrel and the ammo. anyone who has worked with threaded steel fastners is familiar with this and is why copper based anti-seizing lubricant is used for blind threaded holes with steel fasteners.
