China is definitively not ahead of Russia in hypersonics. Where is their equivalent of the Zircon?
I would say right now Russia is first with China second. Given China's massive investment into hypersonic wind tunnels, and vastly more powerful supercomputational facilities however I expect China to be in the lead eventually.
You might be right, but I wouldn't think about technology in such linear terms. I would not be surprised if China had advantages in some aspects of hypersonics. I would certainly expect better electronics in China's missiles for example.

The ChTZ-URALTRAK company, which is part of the Uralvagonzavod concern, has significantly increased the number of tank engines produced. It was possible to achieve such results, exceeding the best indicators of the post-war period of the USSR, due to the competent organization of production.

“ChTZ is rhythmically renewing and modernizing production, over the past year the number of employees has been increased by 30%. According to the results of work for the first quarter of this year, the number of monthly produced modernized diesel engines exceeded the indicators of the USSR during the Cold War by 12%. Such indicators were achieved for the first time in the recent history of ChTZ,” said Igor Meshkov, Director for Special Assignments of JSC Concern Uralvagonzavod.

Recall that the Chelyabinsk plant is a backbone enterprise in the region, part of the domestic military-industrial complex. The main products of the enterprise are diesel engines up to 1500 hp.

Bro, we never know BUT what I can say is the Russian version is combat proven therefore can be improved, this is where the Chinese are lacking and want technical cooperation with Russia.
China and Russia should cooperate more.
Ive seen Moscow University is about to open the first independent university to ever be opened in China, it will focus on aeroespace and related sciences, lets hope the cooperation and relations grow.

There are really almost no impediments to cooperation.

I have often wondered what cooperation is like on the ground in Africa.
Considering the mining interests of many Chinese companies in Africa and the control of these areas by Wagner, they will outsource security to them for example, It could be interesting for the Chinese special units to act in conjunction with Wagner there, it would be an important source of training and experience for the foot soldier.

The key sentence says,

"As a result of work in the first quarter of the current year, the number of monthly produced modernized diesel engines, surpassed by 12% of Cold War Soviet indicators. Such indicators were reached for the first time in the news history of ChtZ."

That's the literal translation. I would phrase it like this,

"In the first quarter, monthly production of modernized diesel engines is 12% higher than peak Soviet production numbers during the Cold War."

The key word here is "modernized". This could mean that either the engines are modernized (as in, refurbished), or it could simply mean that the factory is producing modern versions of the diesel engine from scratch. The language is, in my opinion, purposely unclear.

I assume this includes engine modernisation in part.
Also this is in line with what Medvedev said about "1500 new tanks" and then an official explained that this includes modernised tanks.
Although this in general can also mean anything, there are tanks/engines that will need minimal maintenance, maybe change the spark plugs, put a new thermal sight ...
Others will be practically a new tank.
But all in all, I'm pretty sure that modernised refers to engine rebuilds as well.

One could consider the nowdays automation and better machines and tools. Also at USSR times was a continuation on production, so there were not such need to churn out so many engines in a short time because previous years the factory was producing large number of engines too, compared to modern Russian production rates
