I'm sure the Chinese wouldn't mind helping set it up for a few billion. The cost of establishing those logistics would be worth it a thousand times over. If Russia were able to sustain the continuous deployment of even 1 fully-loaded Borei in Baikal, then it would never have to worry about a counterforce first-strike again. It would be truly safe for the first time.

But you have a lot more artillery units in terms of kind, possibly in the tens of thousands made, with a huge variety, and a massive reserve of shells that hasn't been depleted to this day. The Soviets have the biggest and most powerful artillery including the world's largest mortar and the world's largest self propelled mortar. Note how so many vintage artillery units and SPGs can still be used in this war even on both sides in a daily business, but their aircraft contemporaries such as MiG-21, Su-7, MiG-23 and MiG-27 are not.
They are used because airpower is not fully modernized and mass deployed. give it few more years and there will be less need of artillery.
That is Soviet procurement of artillery with some Russian modernization and refurbishment. it is low investment as compared to pilots and maintenance of older planes.
Video release is not the indication of extent of use or importance of a system. Artillery are difficult to support logistically as drones, satellites, fighter planes can observe alot of moving support structure.
Russia procurement is more towards airpower this large scale procurement of aviation created a need for faster and better training for pilots. more evidence will come out that monetary and industrial resources allocated to Airpower and drones will take the place of artillery as drone range and self guiding technology improves there will be much less need of artillery shells. There will still need of long range high speed rocket systems. but traditional towed artillery will be less.
