This can not be, all components of the S-400 air defense system are manufactured in Russia
When you look at scale of operation. there is highly likely China has parts in every thing to boost production to three shifts.
see this example. a version of Kamaz truck use parts from friendly countries. they use countries not a country or not naming a country. meaning that country is afraid of sanctions.
now we dont know whether the parts made in friendly countries or just re-export.

China is user of S400 so they will know most of parts by now. same for Mi-171.

The point i am making is building weapons and industrial products in peace time is different than this high tempo operation both for building new and current maintenance.. so likely use of imported components.

107 Civilian helicopters ordered for next 3 years. now think how many military transport helicopters they will be actually building.
