If true this video helps in part to explain the problems with the Admiral Kuznetsov's boilers. When ships are docked they useually use power from land based sources. But in the case of the Admiral Kuznetsov the engines of the ships continues to run even when they are in port to provide power to the ship. Because they don't have the infrastructure onshore to provide power to a ship the size of the Admiral Kuznetsov. Therefore wearing out the engines.
Probably true, although the new dry dock might be able to provide power to it.

Cmn, it's already beyond ambitious. We aren't in 1940s to launch full-scale production within a couple of years of the first flight of a new plane.
It will be renamed, “Check”, or, maybe, “e2-e4”!

This actually a problem dated back to Soviet era where production timeliness is more valued than preparing infrastructure. It's already evident since 70's where P-705 (Alfa class) were serially produced but the infrastructure is not ready to support them. Thus having to keep reactor online to keep coolant from not freezing or otherwise having another ship run boilers which supplied her with steam.
So, thirty years hasn’t given sufficient time to correct?
Because the scope is already big and so deep from the start. That's gonna need more than 30 years to correct.
