This system was talked about by Russian officials about a week ago. There is still a lot of speculative information on it. No one knows exactly what the system specifications are supposed to be yet.

Isn't Kinzhal just the Iskander ballistic missile fired from a fighter/interceptor?

This is just like the Israeli Sparrow target missile launched from aircraft. They asked, if we can launch a simulated ballistic missile from an aircraft to simulate a real ballistic missile, why don't we do that with the real thing? Launch a real ballistic missile from an aircraft and give it a new name RAMPAGE and pretend it's an innovation.

Another one of those cases where Israelis consisting largely of Russians/Eastern Europeans and Russians share the same weapons ancestry.

That is an oversimplification. The MiG-31 which launches Kinzhal travels at over Mach 2 (close to Mach 3) so the missile is a lot smaller than a similar ranged Iskander would be. It does not need a similar sized first stage to get to that speed. Kinzhal uses similar technology but is not just a straight exact air launched Iskander.
