Why don't the Russian simply buy from China ? .... China' military Thermal Imaging technology is one of the best ... including the civilian version. I am pretty sure China would be more than happy to sell it to Russia ;)

Russia likes to be independent from others... and they don’t have much money to move with.

Can you name some good Chinese civilian thermal makers?

Dunno what the exact motivation for this purchase was. Downgraded HQ-9 has directly beat the pre S-400 S-300 variant along with other respectable AAMs like Aster 30.

The S-400 has range over the HQ-9 but I suspect that is due to inferior anti jamming and EW proofing. S-300s in Syria were jammed by Israel and hasn’t worked too well, with zero kills so far.

Maybe the move is best read as a commitment from the Russian government to share developments and receive input on new systems.

Well the S-400 is the first system developed in Russia after the fall of the Soviet Union.

If you read the specifications, besides the missile system improvements, it can communicate with an assorted range of radars including long wavelength radars. Russia's solid rocket technology, from what I understand, has improved quite a lot in recent decades. That is probably one reason for the increased range for these missiles. The rocket propellant is quite likely higher density. It is still not quite up there with the latest Western solid propellant technology but it is getting close.

Russia has half trillion $ dollar reserve.

By all report Israel moved to long range missile launched from safe distance from the S300 systems.

That means they works as intended.

Russia’s GDP is the size of Italy’s.

True on the second account though. S400 also managed to get successful shot under PLA jamming, which suggest top of the line EW proofing, unless PLA lowballed the jamming to let the missile do it’s intended job.

Bummer that the other S400 missiles were lost. Could HQ-9B or HQ-19 missiles be stuffed into S400 launcher while waiting for the delivery? It looks like they’re of similar caliber.

Well update.

According to the War zone
The Russians did indeed sell the PRC S400 missiles and they were to be delivered by ship. That ship lost the cargo in a storm in the Pacific.

Wait, but those 40N6 missiles were only accepted by the Russians in late 2018, while that delivery was in Jan 2018.

Never heard of China taking delivery of a system before the Russians completed IOC.

Delivery and IOC are not the same thing. IOC is having the numbers, Units and operators to in theory deploy the system into combat.
Delivery is just having them on hand.

It's also likely that the Chinese models were meant to undergo some degree of modifications to meet PLA wants as such they might not have been complete. In any case it appears that the Chinese didn't get delivery of the 40N6 missiles but did of the shorter range models.

Nowadays there’s a lot of cooperation on military issues.

It is possible they sent it so early so it could be compared with foreign systems to see how it measures up, and if PLA has any comment on it. After all, the 40N6 is Russia’s ace in the hole.
