Now all ships have joins exercise mainly to Pearl harbor but an other exercise near of San Diego also.

The world largest international maritime exercise, Rim of the Pacific (RIMPAC) kick start on June 30th 2016, with 26 nations, 45 ships, five submarines, more than 200 aircraft and 25 000 personnel. The exercise is taking place this year around the Hawaiian Islands and off the coast of Southern California

Pretty shortsighted to disinvite China, but the fact it's being peddled by the likes of John McCain is no surprise.
But such sentiment also shared in China as well, alas for different reasons: it was due to the fact that once again China isn't invited to participate in a majority of major component (combat) exercises, but much minor and irrelevent components, which the popular opinion is that this is once again a waste of time and resources, just like the previous one.
Wonder whether those Aliens will attack as vengeance since their scout team was killed in 2012 during RIMPAC.

RIMPAC 2016 replenishment at sea for Prairial before arrival in Hawaii

A successful replenishment at sea depends on the ability of the vessels involved to understand each other and interact. NATO-standard refueling procedures allow allied and friendly nations to exchange goods, spare parts, ammunition or fuel. Edge to edge, about thirty meters of each other, the three buildings of three nationalities and three different continents worked together during this delicate operation.

Used to working together under the FRANZ agreement (France-Australia-New Zealand), the Marines South Pacific have reached a good level of cooperation through exercises such as Southern Katipo 2015, during which the Prairial and the New Zealand frigate Te Kaha had sailed together.

These supplies after ten days of sailing was for three Marines the opportunity to contribute together to the success of the naval exercise RIMPAC 2016. The next appointment is set at the naval base at Pearl Harbor, where the French frigate to make the US oil and Australian naval group and New Zealand. The RIMPAC exercise is conducted every two years under the direction of USPACOM off Hawaii with nations engaged in the Pacific. It aims primarily to enhance interoperability between the participating forces in developing their capacity to act jointly in an area shared strategic interest.

The period to allow all dock Pacific sea exchange and prepare the sea phase of RIMPAC, starting from 12 July.

Moscow has dispatched a specialized spy ship off the coast of Hawaii with the likely mission to monitor the U.S. Navy led Rim of the Pacific 2016 exercise, USNI News has learned.

A Russian Navy Bal’zam-class, “auxiliary general intelligence ship recently arrived in international waters off Hawaii where exercise Rim of the Pacific is taking place,” U.S. Pacific Fleet spokesman Lt. Clint Ramsden told USNI News this week.
“The ship’s presence has not affected the conduct of the exercise and we’ve taken all precautions necessary to protect our critical information.”

While it wasn’t unusual at all in during the Cold War for Russian spy ships to linger off the coast of the U.S. to suck up signals intelligence information or monitor exercises like RIMPAC, the Russians have been lax in their surveillance until recently.

“It used to be that AGIs would deploy regularly off their ports and we would encounter them and they would operate very safely and professionally — mostly looking for signals intelligence,” Bryan Clark, a naval analyst at the Center for Strategic and Budgetary Assessments and former aide to retired Chief of Naval Operations Adm. Jonathan Greenert, told USNI News.

Following the March 2014 seizure of the Crimean region of the Ukraine, the Russian Navy has operated more aggressively returning to levels not seen since the Cold War.

Given the participation of 25 countries, almost 50 of ships, more than 200 aircraft and 25,000 personnel operating during the exercise, it would make sense for the Russians to listen in, Clark said.

“It’s unusual now, only because they haven’t done it in a while,” he said.

The service did not provide additional information about the ship or its origin but naval analysts contacted by USNI News surmised the ship is the Project 1826 Bal’zam class ship Pribaltika (SSV-80) operating out of Vladivostok on Russia’s Pacific Coast.

Out of the Russian’s current crop of available ships designed to intercept and record the communications and electronic emissions – like radar signals — of potential adversaries, Pribaltika is the most likely ship the Russians would send to monitor RIMPAC, Chris Carlson, a retired U.S. Navy captain and naval analyst told USNI News on Wednesday.

“Given that Pribaltika is larger, has greater endurance and range, has undergone recent maintenance and has made a deployment to Hawaii in the past (2004), it makes the most sense that this is the ship the Russians [would] send,” Carlson said.

The Russians are developing more modern AGIs but “until more modern units such as the new Yuriy Ivanov-class (Project 18280) intelligence collection ships enter service during the next few years, it makes sense that the Russians would consider sending a vessel from the older Bal’zam-class to monitor U.S. and allied naval exercises,” Eric Wertheim —

The goal of inviting China to RIMPAC is to improve military-to-military communications and defuse tensions between China and the US.

It would make no sense for China to participate in combat exercises, since China is not a US ally. The popular opinion does not mean an educated opinion. China accepts the invitation because it also wants good relations with the US, and it can learn a lot even from the limited exercises it can participate in.

As much as the media, certain politicians, and the MIL wants to stroke tensions between the two nations, there are still a lot of areas where both countries benefit from working together.

That is in my view a very important point. National policy should never be driven or hijacked by mob's emotions, never.

At this moment of history, it is unwise for China to give any sign to the world that she is willing to cooperate with the west in a combat situation, simulated or real. The political environment is not there. An coordinated "policing" action against pirates may be acceptable, but not a military one. Humanitarian, communication are all fine.

The reason is simple, China should not be seen as an ascending Lieutenant of the old powers, not necessarily opposing them, independent voice is the way to go. There are more non-western countries on this planet who won't enjoy the sighting of PLAN and USN fighting shoulder to shoulder. There is no need to China to alienate her traditional friends and allies. We all remember that not long ago there was some voices in US calling for a two-pole world order, China did not take that up. There was a good lesson more than 2000 years ago when the Qi kingdom happily accepted that setup proposed by the Qing kingdom "the east and west emperors", the end of that story was not nice to the King of Qi.
