Is this from a fan made video or movie?
No military jumps with their rifles slung like that.
Thinking about it, some do kinda...but it's not the standard form.
It was posted by a Weibo User who has been pretty credible on posting leaked photos of PLA infantry gear, this one is kind of.... not sure...
I don't think the person is jumping out of anything. If the thing he is handling is really an aircraft, it would be a very small propeller aircraft, like one or two seater. Assuming the red part is the wing at less than one meter wide.

So the person is wearing it to either jump out or use it as a way to safely disembark the aircraft. Aside from that, I don't think we have ever seen PLA or PAP personal doing HALO or HAHO jumps. My guess is that it is for a movie, video, or those "military fan clubs" someone mentioned a few posts back.
