I have always understood the PAP as the little brother who gets hand-me-downs in both personnel and equipment during the multiple rounds of PLA downsizing in the past.

A majority of PAP forces actually are oriented towards police rather than military-oriented duties such as SWAT team and riot police functions.

The branch of the PAP that is most military-oriented is the border guards, some of these units may as well be regular PLA third-tier units.

That's because it was chopped out of the PLA and first exist as a separate formation only in the early 1980s, then it took them decades to sorted out the roles, functions and mandate of PAP. Although they originally get their starter-kit from the PLA days and sourced their gear mainly on the same channel, the nature of police work gives them some grey area to wiggle when comes to skirting around the arms embargo, as can be seen with some PAP outfits bought foreign made optics and sniper rifles, in addition to other Western-made personal gears; also, the PAP is seems to be far more aggressive in testing out new Westernised gear (or local copies of Western gear) then the PLA.

It is more like the French Gendarmerie, but much better armed.
That's the closest description to date, , and in addition they in-charge of the civil defense aspects (fire department, both urban and forest fire)

Could they be doing some kind of chronological thing, like "this is what we had 30 years ago, 20 years ago, 10 years ago aaaaaannnnd... now!"

That would be really fun for China military watchers like us and specifically military historians but probably not good for morale for units still equipped with Type 59 or J-7 etc. And I do agree with Josh's point that it doesn't fit the occasion...

I was thinking that either you parade something that has to do with WWII, or you parade your newest toys to show off you national defense capabilities. That is what Russia does: only historical ones or newest ones, nothing in between. As with DF-5, that is something "in between," so unless we are talking about DF-5Bs, I don't get the logic of parading a first generation ICBM.

I don't think they are going to do it but I think it would be honest and respectful to acknowledge how technologically disadvantaged and hardscrabble various Chinese forces were during WW2/war of resistance against Japan with parading equipment various Chinese forces used at the time whether it be armored cars or spears and swords. Such a historical detachment in the parade would of course have to be in period dress as well.

Is the delay in publishing the guest list to enable Abe to attend?

Abe want to attend the trilateral summit, but don't want to show up for the 70th anniversary ceremony. China told him he can't come to summit without going to the ceremony as well :)
