Yes its the same tugs we have seen in the Huangpu shipyard where they make the Surtass catamarans, Type 054A and Type 056A.

You can do deep long-range Pacific Ocean operations with (smaller and slower) Type-903 replenishment ships.

You only need the extra speed of the Type-901 (which has 4 gas turbines) and extra payload, if you need to keep up with an aircraft carrier.

There is this in-room banner in 2nd photo indicating it's a "transfer" ceremony, with quite civilians there. And from 3rd photo the penant number is gone. Does PLAN just sell to some private company (scrapping)? Interesting thing is the for-gun seems still there.
