I think what he means is that Helicopters are never the primary means of carrying out detection of enemy submarines. The ocean is too vast and a helo has very little endurance and the helo's sensors are too short ranged for helos to ever carry out this job. Detection of submarines is primarily done by 1) undersea fixed sensor networks 2) space based assets (satellites) 3) shipborne and submarine borne sonar arrays
Helicopters and patrol aircraft are primarily "hunters": they are dispatched to take care of an enemy submarine once the sub has been detected by other sensors.

I have to add that the "sting" or MAD on the maritime patrol plane do have some search capability if they fly around prescribed grid crisscrossing the sea But you need large number of them like the Japanese did with 100 PC3

the SQUID may be an improved MAD and probably would help increase the KQ-200's detection range but its use will be mostly for targeting. Scanning vast swathes of sea using patrol aircraft is only possible if air superiority is established first. In China's case and in the presence of aircraft like F-22 and B-21 and even the F-35, establishing air superiority over oceans is simply impossible for the PLAN. Even in near seas such operations will pose unacceptable risks to China's precious fleet of KQ-200s

But China has S400 that extend the air protection 400 km from the coast So the risk is equal for F-22 and B21 near coast

Now if you have brain you can calculate how may brigade it need 15000?(2X400)= 20 brigade
Certainly within the Chinese power to provide that protection with S 400
Right now the whole eastern coast is already cover by HQ9B and S300PMU
