The old Rushton (LLHKR) target can get down to ~6 ft above the wave. RIM-116 / SeaRam's minimal engagement altitue is ~1.5M.
YJ-18 and other advance Chinese missile surely makes interception hard but just it's minimal altitude alone, is that not makes it, and other advanced AShM, hard to intercept.

One of the interception methods of sea skimming missiles is to dive from high above at an angle. There was an old video but I can't remember whether it was HQ16 or HQ9.
Therefor the interceptor need not fly at low level above the wave. This is like an eagle diving down from greater height on its prey on the ground.
