It is a bird, but a lot of Chinese mythical birds do not have a generally agreed depicition, so this can be many things.

I figured it was a phoenix

Is a fire brigade attached to an air base independent of the fighter brigade/regiment stationed there, or are they under the same brigade level command? i.e. sharing the same badge?

First two words might be 骁勇 but the rest are too blurry to tell.
