Two takeaways: The PLARF is now completely purged of senior generals and will experience major turnover with new generals in the coming years; and 2) Zhang Shengmin is a likely a placeholder for a new, younger CMC Vice Chair to be appointed during the next Party Congress.

Well, the fact is Zhang Youxia is even older (75 y/o) than Xi Jinping (72 y/o) by this point. So if Zhang Shengmin is a good one and able to hold himself in place for long enough, then hopefully he'll stick around. Sooner or latter, someone is bound to succeed Zhang Youxia.
