The part you are quoting isn't written by Howard Altman (the author of the article) but rather it is a direct quote of Robert Peters, one of the people they contacted to give their opinion.

The point of their article was getting direct quotes from various people in the US public facing think tank community.

It's about the par for the course, there's no need to get too irate about it.
