Never specified, but one of the instructors was a former PAP officer who was stationed in Western China (I think it was Tibet). I believe the guys in high speed gear are from local SWAT teams. So, I guess the organization is basically a training school.

Some things translate bad into English. I think it's about stabbing someone behind you with a lance on a horse.

"Parthian Shot" would be a more fitting translation. Arrow instead of lance but the gist of meaning is same.
