Almost 100% correct. A retired Navy Captain-engineer and representative of Navy in shipyard.
Good example of this is how he’s consistently referred to the 055 as 10k ton class.
I don't think "10k ton class" is an exact translation of pop3's words. I believe what he said was "万吨舰". The single chinese character "万" means "10k". An exact translation should be something like "a warship with a tonnage more than 10k". In the years before 055 was revealed, lots of PLAN fanboys believed the next generation "target warship" should have a tonnage of 8k or 9k. So I think this can be a good evidence for his credibility.

In Chinese, they referred type 055 as a "wan" class, meaning anything from 10,000 to 99,999. i.e. a displacement class with five digit number. The 10K class translation from the Chinese description is not entirely correct because there is no direct English trnslation of "wan" or 万吨。
9000 tons was the guess for 055, in fact 055 had a nickname back then called "九千岁" or "9000 years", an infamous self-granted title to a powerful Ming dynasty eunuch to show he was the second most powerful person after the emperor, as one of the emperor's title is "ten thousand years". This was actually quite a profound nickname because besides being a guess at the displacement it indicated a mental barrier that China is unable to build a destroyer exceeding the capability of Arleigh Burke, including displacement. But nevertheless the ship was still expected to be very good hence "9000 years" nickname was also an expectation that it will be the second most powerful destroyer in the world after Arleigh Burke.
Someone who would refer to 055 as a 10,000 ton class while the "9000 years" nickname was still popular was both someone with a more accurate estimate of the size and capability, as well as someone who've broken through the mental barrier of China being second place in the world in destroyer building and is saying "look at me, I am the emperor now". If indeed he was saying that at the time he's likely to have access to inside information.
