Noob question.... what's this thing? It seems only PLAN subs have it.

Communication sonar 通信声纳. Other than for detection of objects under water, sonar gear can also be used as a communication equipment in a method called sonar communication.
This piece of equipment is located seperately from the main sonar gear at the bow of the hull. An example of PLAN communications sonar is SQX-1.

For context, the main islands of French Polynesia are located almost 11 thousand kilometers away from China, on the other side of the International Date Line and practically near the opposite end of the Pacific.
I suppose this is the first time for a major Chinese warship to sail this far from home ever since the Harbin DDG's visit to San Diego in 1997 plus Huanggang FFG and Yangzhou FFG's visit to London in 2017.

FWIW, Japanese submarines have it too. It just looks a little different, but same location.
