And consider this: most of the combatants took part in that Fleet Review only joined the order of battle in the last 18 years, with half of that number within the last 8 years.
A quantum leap especially considering what the PLAN was at the beginning of this millennium. Of course historically the Kaiserliche Marine as well as the IJN achieved similar achievements, but not in 20 years...

Indeed they can't stay low profile forever, unless you though the whole containment policy during Obama's 2nd term came out of nowhere. Which is why China changed gear, taking a more assertive stance ever since.
IMO historically the USN achieved similar achievements as well. In 1880s and 1890s the USN could not even prevail over their peers in Latin America, but in the late 1900s they had built the Great White Fleet. In fact, looking into history one can find many similarities between today's China and the US back in early of 20th Century...
