Is it confirmed, that the HQ-20 is an ABM system? In the parade it was placed between HQ-11 and HQ-22, not together with the ABM systems and from the wording in a China Daily article, quoting an retired PLA officer, it seems that it is more of a general-purpose SAM, not specialized for ABM.

Pac-3 isnt specialized for ABM but it can attempt it. But if hq-20 is just better than hq-22 than I dont see why not

I'm still not sure what HQ-20 brings to the table that HQ-22 doesn't. What's the differentiation of capabilities between two medium-range systems? BMD seems plausible enough, but that's still just a guess. There must be some reason why they want both though, especially since the upgraded HQ-22A was also paraded next to it.
