From the very beginning of the HQ-9's development, it's an ARH missile, which is the fundamental difference to S-300. So I would admit HQ-9 had taken advantages from S-300PMU's technologies like cold launch system, but HQ-9 is not, never a copy.
But western copes just keep pretending not seeing it.
