PAKISTAN AIMS TO DEVELOP A LIGHT ARMOURED VEHICLE...

As per the Pakistan Ministry of Defence Production’s (MoDP) 2015-2016 yearbook, the Military Vehicles Research and Development Establishment (MVRDE) will develop a light armoured vehicle by the name of “Light Armed Vehicle Assault” (LAVA). The MVRDE will also develop a medical recovery vehicle.

The MVRDE has developed a wide range of logistics and auxiliary support systems, such as armoured vehicles launched bridges, K-Loaders, mine dispensing systems, simulators (for the al-Khalid main battle tank) and auxiliary power units, among others.

Note: photos are of light armored vehicles from Turkey, Emirates and Serbia.

in December of Pakistan seeking a light armoured utility vehicle.

Generally, light armoured utility vehicles are multi-purpose logistics platforms. With ballistic protection, they can function as armoured personnel carriers. They can also serve as platforms for very short-range air defence (VSHORAD) systems, short-range radars, command vehicles, and anti-armour and anti-infantry fire support vehicles. They can also be configured as general transport and medical evacuation vehicles. In fact, the MVRDE LAVA and medical recovery vehicle programs could be borne from the same platform.

Analogous platforms include the

, among others.

The general layout of these 4×4 vehicles is that they have a gross weight of roughly 9,000 to 12,000 kg and are powered by 300 to 350 hp engines. They also feature independent suspension and central tire inflation systems. These vehicles have a range of 650-700 km and can ferry nine to ten persons internally.

Armament options generally include externally mounted remote-controlled weapon stations for 7.62 mm or 12.7 mm guns, 40 mm cannons, or pedestal-mounted man-portable air defence systems (MANPADS). One might also be able to configure a 4×4 into a

on the Plasan Sandcat 4×4).

The LAVA will not supplant Pakistan’s light utility vehicle (e.g. pick-up trucks) fleet, certainly not entirely. It would be a costlier platform to acquire and maintain. However, the LAVA would be a natural upgrade path from the Heavy Industries Taxila (HIT) Mohafiz, a lighter vehicle which is deployed in Pakistan to fulfill many of the roles the LAVA would assume should it come to fruition.

Pakistan assigning the MRDVE with the task of developing the LAVA indicates that Pakistan will not pursue an overseas design off-the-shelf (with licensed manufacturing). However, there is nothing to preclude the MVRDE from securing overseas technical support to develop the LAVA. Pakistan has a strong relationship with the Turkish defence industry, the MVRDE may consider approaching Otokar, BMC and Nurol Makina for assistance. Alternate sources include Denel Group and Paramount Group in South Africa.

Besides supporting the MRDVE in developing a hull and sourcing an engine, overseas vendors may find an opportunity in providing solutions for the chassis. For example, the Irish company Timoney Technology has been

in suspension and other areas to nascent vehicle designers. In fact, the Serbian vendor YugoImport-SDPR chose the Timoney T700 modular driveline system for its new 4×4 MILOSH light armoured vehicle. At IDEX 2017 in Abu Dhabi in February, Timoney stated that its product range would reduce “timelines and development costs through the initial stages of new vehicle programmes by as much as 75% compared to traditional methods.”

PAKISTAN PROCEEDS WITH NEW MINIATURE SUBMARINE PROGRAM.....

In its 2015-2016 yearbook, the Pakistan Ministry of Defence Production (MoDP) listed the development and construction of a miniature submarine as a target for 2016-2017.

This may be related to talks in 2016 between the Pakistan Navy and the Turkish defence vendor Savunma Teknolojileri Mühendislik ve Ticaret A.Ş. (STM) for the joint development of a mini-submarine to supplant the Pakistan Navy’s aging Cosmos MG110 (SX756/W) mini-submarines.

The Cosmos MG110 displaces 119 tons submerged. It can carry eight special operation forces (SOF) divers and two swimmer delivery vehicles (SDV). The MG110s were bought in the 1980s to replace the SX404 mini-submarines, which had been deployed in 1971 against India.

According to MSI Turkish Defence Review, Pakistan and STM had studied the feasibility of upgrading the MG110s, but both sides concluded that this was not an affordable route.

Subsequently, STM proposed “designing a submarine platform from scratch,” which – if inked – would be considered a “different and strategic” collaborative effort between the two countries.

Turkish shipbuilder Yonca-Onuk is proposing its Underwater Offensive Team boat (i.e. SDV).

Notes & Comments:

The MoDP listing the mini-SSK as a program could indicate that Pakistan is proceeding with STM’s offer. If so, this would be STM’s fourth naval project for Pakistan, following the

.

Until recently, STM’s naval designs have been surface ships of various kinds, such as frigates, corvettes, tankers and patrol boats. At the 2017 International Defence Industry Fair, which took place in Istanbul during May 9-12, STM showcased its

– i.e. x-TS1700 – for the Turkish Navy’s National Submarine/Milli Denizaltı (MILDEN). STM seems to be building a sub-surface portfolio.

It is not known how Pakistan will configure its next-generation mini-submarine. Today, Pakistan uses its MG110s for SOF missions involving the Special Service Group Navy (SSGN), such as frogmen operations. It may also use them for laying mines and, as per some unverified reports, firing torpedoes. That said, Pakistan should be expected to retain a focus on SOF operations, which would prioritize deploying divers and SDVs.

New concepts, such as deploying unmanned underwater vehicles (UUV) for clearing mines or autonomous underwater vehicles (AUV) for surveillance, could be considered for this new design. It would be valuable for positioning these mini-submarines against asymmetrical threats.

It is unclear if the Pakistan Navy would require its new mini-submarines to carry torpedoes. Granted, the Pakistan Navy’s order for

indicates a plan to use submarines for anti-access and area denial in Pakistan’s littoral waters. Having many smaller submarines armed with heavyweight torpedoes lurk in coastal waters (with coastal anti-ship missile batteries) could deter amphibious landing attempts. However, this would be in the realm of a sub-1,000-ton coastal submarine more so than a miniature submarine.

Aside from Turkey and Pakistan, Indonesia and South Korea also developing their own series of mini-submarines. At Indo Defence 2016, the Indonesian shipbuilding PT Palindo Marine showed a mock-up of its mini-submarine design – the

. The KSM will displace (underwater) 127.1 tons. South Korea’s Hyundai Heavy Industries (HHI) has its HDS-400-series of mini-submarines.

PAKISTAN ACQUIRED INSTALAZA ALCOTÁN-100 ANTI-TANK ROCKET SYSTEMS...

In its 2015-2016 report, the Pakistan Ministry of Defence Production (MoDP) disclosed that the Pakistan Army bought recoilless Alcotán-100 anti-tank rocket systems from the Spanish defence vendor Instalaza

In an order valued $24.75 million U.S., Pakistan ordered 158 VOSEL (M2) fire control systems and 1,413 Alcotán AT (M2) 100 mm anti-tank rockets.

lists the VOSEL (M2) as a reusable fire control unit with an integrated night vision-capable system that provides the gunner with a “future aiming point to maximize … hit probability” against moving targets. As per Instalaza, future aiming is attained by calculating the target’s position and trajectory, measuring the propellant temperature and calculating the projectile trajectory.

The Alcotán AT rocket has an effective range of 600 m and can penetrate up to 700 mm in steel armour and explosive reactive armour (ERA). Combined, the VOSEL (M2) and Alcotán-100 weigh 14.5 kg (with the Alcotán-100 weighing 10.5 kg).

Notes & Comments:

Instalaza marketed the Alcotán-100 at Pakistan’s biennial defence exhibition, IDEAS, in November. It had partnered with the Pakistani company Metal Engineering Works to market the system in Pakistan.

Unlike the Saab Carl Gustaf M3/M4 and even Instalaza’s C90, the Alcotán is a single-shot/use system. In other words, the rocket and rocket-launcher are one munition; once the rocket is fired, the launcher is discarded. However, the VOSEL (M2) sight is reusable. The advantage with these kinds of systems (as advertised with the similar Saab AT4) is that a single-shot system is cheaper – and simpler – to manufacture. Despite being a large-calibre munition (i.e. 100 mm) it is also relatively light, enabling the user to ferry the same by foot.

Munitions such as the Alcotán-100 are infantry-use weapons for multiple threats including, among others, enemy vehicles and bunkers. The optional Alcotán BIV (M2) and Alcotán ABK (M2) munitions provide dual anti-armour and fragmentation and anti-bunker capabilities, respectively.

reports that the aforementioned agreement will be inked during IDEF. Yeni Şafak added that Pakistan, which had been

in 2016, may sign a “goodwill agreement” and be a partner in the TFX program. Additional details were not provided.

Notes & Comments:

The Pakistan Air Force (PAF) has not disclosed specific plans regarding its next-generation fighter plans. It did outline on numerous occasions that Pakistan Aeronautical Complex (PAC) Kamra will play a key role in bringing the program to fruition, particularly with the support of the educational facilities being raised in its vicinity as part of the Kamra Aviation City initiative. In March, the PAF’s Chief of Air Staff (CAS) Air Chief Marshal (ACM) Sohail Aman

that PAC’s future lies in manufacturing 5th-generation fighters and active electronically-scanned array (AESA) radars. However, specifics regarding partners or suppliers for the PAF 5th-generation fighter were not provided.

Although the PAF has not commented on the TFX, Pakistan’s Ministry of Defence Production (MoDP) had spoke of it on several occasions. In August, the MoDP Rana Tanveer Hussain

Pakistan’s state-owned television network PTV that Turkey requested Pakistan’s participation on the TFX. In November, the Secretary of the MoDP – Lt. Gen. (retired) Syed Muhammad Owais – told MSI Turkish Defence Review that the “details and scope of collaboration and participation is being worked between the two governments.” At Pakistan’s biennial defence exhibition IDEAS, TAI’s Senior Executive Vice President for Aircraft Ozcan Ertem told MSI that TAI was engaged with relevant Pakistani parties on the TFX.

In a recent interview of the MoDP at IDEF by

, Mr. Hussain said that Pakistan may initially contribute with integration work at PAC, but efforts will be made to form business ties with Britain (note: the MoDP specifically named the Royal Air Force), from which point PAC will become a partner in the TFX.

The PAF’s current focus is on supplanting the remainder of its 190 legacy F-7P and Mirage III/5s with the JF-17 Thunder, its emerging backbone fighter. For the PAF, its next milestone program is the AESA radar-equipped

, which it views will be a significant addition to its fleet from 2019-2020. Besides the JF-17, the PAF leadership continues pointing towards the F-16 as a preferred off-the-shelf fighter for meeting near-term needs. The remainder, be it reports of interest in the Sukhoi Su-35 or other avenues, have been subject to secondary news reports and observer speculation.

The TFX topic is in a strange space in that while the PAF does not comment on it, the Pakistani MoDP and Turkish industry have been forthcoming about Pakistan’s engagement. Interestingly, the PAF CAS ACM Sohail Aman did tell

that talks for “procuring” fifth-generation fighters were underway with several countries (seemingly separate from the PAC fifth-generation fighter program). However, this does not necessarily mean that the PAF is interested in the TFX for its own fleet – PAC had manufactured parts of the TAI Anka UAV, even though Pakistan did not procure the drone.
