Upgrading anything earlier than Block 52 seems to me to be a complete waste of money. The airframes must be ancient and near life-ex.
No worry about the airframes of the F-16s. A few of them are still flying Ukraine without any issue. Some second hand planes were sold and transferred to buyers who don't have money to buy new planes due to very solid quality material & build back in the 80s.

They dont even give the money back for it either, rather get the money back and throw it to get some more J10's instead

Yeah, it's surprising to many that those 14 are still technically in limbo.

The issue’s been dragged out for years, and you're right the refund never fully materialized either. The U.S. did return a portion of the payment, but hilariously, it came in the form of soybeans rather than actual cash.

Interestingly, some of those F-16s originally meant for Pakistan were actually taken over by the U.S. Navy and are now used as aggressor aircraft at the Naval Strike and Air Warfare Center in NAS Fallon, Nevada.

If the deal had been handled properly back then, PAF might’ve pivoted to alternatives like J-10s much earlier. Still, looks like there’s a renewed push now to get some movement on it.

Taiwan did precisely that. I think a bigger question is if it won't be cheaper to buy new J-10 outright instead of upgrading these ancient F-16s.

PAF appears to be concentrating exclusively on the standard MLU under the "V" variant and may be reluctant to consider any downgraded or partial upgrade packages. If the “V” upgrade does not proceed, it is highly probable that older F-16s will begin to be retired without additional investments in limited or interim upgrades. In such a case, the focus would likely move toward more advanced or locally developed platforms in the future.

If that is the case, any idea why the issue wasn't resolved in the years following 9/11 when Washington needed Islamabad to sustain military operations in Afghanistan?

That should've been a good time for Pakistan to resolve such a dispute in its favor.

Pakistan was offered F-16 Block 52s in recognition of its support in the Afghan war. Musharraf initially signed a deal for 72–90 jets, but that was later scaled back to just 18 due to the devastating 2005 earthquake.

At the same time, Pakistan expressed interest in upgrading and receiving the older, undelivered aircraft through Coalition Support Funds but the U.S. administration showed no real interest in moving forward. Ironically, those same jets were offered to other countries (with no takers), but never to Pakistan. And of course, the partial refund in soybeans just adds to the absurdity.
