West coast is overall guarded by the presense of PRC alone. I.e. there is no special need for large combatants there.
And not just any presense, any military activity on western coast of DPRK is direct threat to the capital region. And with China's national so firmly fixed around japanese invasion, which just happened to go through this very axis ... it will be reacted upon. I.e. it isn't even matter of allied commitments, any such move is essentialy pointing knife to PRC's throat, and everyone in the region knows very well.

If the DPRK is as tough and determined as it looks to be, they should get back their pound of flesh, hunt down and send the heads of US military or intelligence operatives back in a bag. Ukraine actually looks like a good opportunity for that, with loads of shady western individuals infesting that place.
