You can't expect a horse to run if you don't feed it grass.
But this is actually good, because it is much easier for China to come up with something good to offer ASML than to achieve self reliance, which is pretty much aimed right now. In any case, even USA is not capable of self reliance, much less Japan, not Taiwan. By doing so, it can undermine USA power by isolating it from Europe and others.

I thought it was illegal or certainly going to be illegal according to US law for Japanese companies to work with Huawei, which presumably covers the 5G patents licensing too?
If Japan wants a mix of telecom gear including Huawei, or that they think the O-Ran initiative is a joke not serious, then they have to work with Huawei.
If the United States law does not allow other companies in the world to work with Huawei, then the next best thing to do is have strength in numbers.
When the A.I.I.B. was being formed, Obama told everyone do not join it. Everyone joined it except for Japan and Canada the only two countries of any significance decided to not be a founding member.
The Huawei versus the United States war, only two countries of any significance officially have bans in place, England and Australia, again two countries, and after 2 years of fighting. Those de-facto bans do not really count. When England and Japan reverse their position to ban or not, then de-facto bans do not have much bite or etched in stone like religion.
Nothing happened to those countries who signed up to the A.I.I.B. because there were too many, the United States did not go around sanctioning all of them. If only two countries ban Huawei and the rest want their companies to work with it, maybe the Untied States is that big enough of a jerk to go around sanctioning everybody, or maybe they grow up and come to their senses this is a lost cause.
American attacks and threats on Huawei have gone from Hauwei, to US companies, to other Chinese companies, to all foreign companies.
There may be, more like should be, a conscience effort on the leading industrial countries to do something to counter such US stupidity which definitely is not in their interests.
If the United States did not beat China in 5G standalone deployment, then they got beat. Why should that mean the United States has a moral obligation to drag everyone else down with them, including their treaty allies?
As far as China is concern, the world needs 4 more years of Agent Orange. </rant>
