My estimate is 3-5 years, and I can expound on that. For China, it must aim for complete tech self sufficiency in this time horizon.
In Nov 2024, America started to re-establish its TNT production in Muhlenberg County, Kentucky.
If everything goes on well, the facility will be available in Nov 2028, i.e. 4 years.
The investment is $435 million.
To set up RE processing from scratch is likely to be much more difficult.

Looks pretty clear from this recent announcement that China will expand its import of Tungsten and Copper scraps. China has had an import ban on Tungsten scraps for a while, but this was a problematic policy after it imposed export control on Tungsten.

so given that China produces 82.7% of Tungsten globally and is now also buying up scraps, will make it hard for others.

It feels like China is going to be more aggressive in going after metal scraps and recycling in the international market.

Any chinese company investing in Europe now is a fool. Its clear they will be seized or forced out once Europe had enough rare earth supply.
Drivi my on the road can lead to an accident and your death. Does that means you should stay indoors and never drive ?
europe is still a relatively open market compared to theUS and with high margins. So Chinese companies need to be present there as well, especially since the margins in China are very thin due to the intense price competition and sometimes they barely even make enough to break even. So it helps that Chinese companies can expand abroad to earn some profit from their business . Reason why many Chinese car makers are investing hugely overseas (Europe included). I heard they now invest even more abroad than in China this year. Says a lot.
So I don’t think they should just give up all investment and making money in Europe because of some risks. If that’s the case then China shouldn’t invest in any country since there are also risks there one way or the other .

Yeah no, that's not a good analogy. You should definitely stay off the road if that road is filled with booby traps that are controlled by your enemy. You need make no mistakes and the road can suddenly kill you for no reason, as it has already done to your brethren who trusted it. Oh, and also, the road depends on your tolls to stay open and maintained. In that case, take other roads or just fly.

Europe doesn't deserve Chinese technology or business. They're not good enough. Their money is worthless paper and there is nothing we want to buy with that paper, at least, not what they wish to sell us. Let them rot into the third world while we lift the third world above them with out innovations and true economic power.
