indeed large number of US Ai doctorates are ethnic Chinese but 90 percent is exaggerating figure.
China have now home grown talent in all fields. doesn't need imported ones. but if someone wants to contribute in Motherland's prosperity. he or she always welcome.
remember in 2021, record number of US based Scientists and engineers migrated to China. An increasing number of scientists and engineers of Chinese descent are giving up tenured positions at top-tier American universities to leave for China or elsewhere

Why are Indian scientists leaving though? Who's going to help develop the county's laudable goals of self-reliant if their best and brightest seeks better pastures outside the country rather than inside. This data confuses the people who have been inundated with India is soon to be X, Y, Z when they are face with actual data refuting the grand narrative of an ascending India in all fronts especially Science and Technology. I do honestly want India to succeed to avoid getting taking advantage of by the west if the country succumbs to it's hubris leading to failure and then looking for an outlet and escape goat which China will be blamed whether we like it or not. That's one of the negative in a political system that India has.
India is China (with about 30-40 years delay).
The real question here is of all these overseas Indians, how many will eventually return to India
