I recall reading something about the Ming soldiers wearing bulletproof iron scale armor in battles between the Ming and Dutch forces in Formosa island.

Possible, given the state of guns those days, while the late medieval periods are reaching the apex in the development of classical body armor. Despite popular myth, ancient and dynastic Chinese infantry was as heavily armored as they come, with increasing state of armor going from the Warring States to the Tang Dynasty, reaching its height in the Ming Dynasty. It was around the Qing Dynasty that armor began to fall off in popularity, as guns started to get better and become more popular.

Two major disappointment of China's tech progress 2021:C-919 and 28nm lithography machine,which all suppose to be delivered in 2021 according to plan,but COMAC and SMEE failed

Given the massive delays in the ARJ-21 program, a much simpler aircraft, I think the delays in the C919 were to be expected.
Same deal with lithography. Unless there is a push by Chinese society in this way this would not change. I think the US sanctions should have given the Chinese semiconductor industry the necessary push.
