Was there flood warnings? I see videos of people trapped in subway tunnels, many dying.... It would be deeply irresponsible to not shutdown subways when given flood warnings.

On a related note, German Supercomputers did warn about flash flooding recently in a specific region with 90% confidence, but everyone basically ignored the warning.
Sometimes, you can have this kind of sudden "microburst" downpour. The weather pattern will show a storm coming, but the level of rainfall can be beyond prediction...Was there flood warnings?
