Clearly a political decision in competition with China. Artemis 4 is in 2027. Just in April or May CNSA announced CZ-5DY maiden flight after 2026 and moon landing before 2030.
I know that China does have an excellent low Earth orbit spacecraft in Shenzhou and an iteration of the Long March Series of launch vehicles capable of launching the Shenzhou into Low Earth Orbit, but has it developed any launch vehicles of thrust and power comparable to the Saturn V and the Artemis Programme's Launch Vehicle that can launch manned spacecraft into orbit of the Moon.

Let's not further drag "China vs. US" into this thread. The quick answer to you is yes, CZ-5DY as I have mentioned is equivalent to SLS block 1 which just launched Orion few days ago. Both CZ-5DY and SLS block 1 are 27t TLI (LTO). It was announced in April that CZ-5DY will be ready for maiden flight in 2026, just one month after NASA published its plan of Artemis 4 without moon landing in March, few months later NASA changes its mind. This is why my post.

It is CZ-5DY vs. SLS crew and CZ-9 vs. SLS block 2 cargo, all of them are under development with very close progress, therefor the competition, real or not, announced or not.

Artemis 4 relies on Starship to do the moon landing part.

The moon capsule carrying CZ-5DY would require another rocket possibly another CZ-5DY to carry the moon lander.
