So Wikipedia gives Y-20 Range 7.800 km with 2 Type 15, so with roughly 60 tons of load (which is almost max load)
Tokyo Vanuatu is 6.400 km, considering the PLAAF would do one IFR, I consider Tokyo-Vanuatu distance or less as flight distance, so possible i guess.
Also should be possible for Vanuatu to manage this
If all fails, in 2-3 years AG-600, a flying boat should be in commission, it has 4500 km range. So refuel in singapore or Irian maybe and it is independent of land infrastrcture. Can still transport some dozens of troops or tons of cargo.
