This policy has been around unofficially for years now....on my wife's side of the family, we have cousins and uncles who are CPC officials working in Fujian trade offices and state banks, some of them with overseas assets were not approved for promotion, those without overseas assets moved up quite quickly.
I think the policy has been around
officially for several years. There were
initiatives to clean up the party in the party's anti-corruption campaigns and this was one of them. Your relatives experience shows that the
initiative was already officially installed in party discipline.
Anyone interested can see the initiative manifested in several episodes of the party-sanctioned Chinese anti-corruption TV show,
in the name of people.
From the
wordings of the directive, I think it's more of a
reminder to the officials and a further
emphasis on the existing
initiative rather than
officially sanctioning the policy, since that was already pushed through by the party several years ago. I think we are sure to see a much much
tougher implementation of the existing
party discipline.
