Sadly there is zero political motivacion from the Modi Government to solve the problem because that means an economic sacrifice and they think that will bad for the polls, also the wealthy elite is going to lobby against any measure that cut their profits.
It’s not that building infrastructure will be bad for polls, it’s there is no profit in it.
Infrastructure is a classic example of a public good with positive externalities, meaning the public gets extra benefits from its provision that the provider cannot profit from.
Also, India has achieved the unenviable distinction of having achieved western late-capitalist stages of economic intangibility and asset inflation without the economic fundamentals to fall back on.
So building infrastructure actually costs them western prices instead of developing nation prices.
