It’s not that building infrastructure will be bad for polls, it’s there is no profit in it.
Infrastructure is a classic example of a public good with positive externalities, meaning the public gets extra benefits from its provision that the provider cannot profit from.
Also, India has achieved the unenviable distinction of having achieved western late-capitalist stages of economic intangibility and asset inflation without the economic fundamentals to fall back on.
So building infrastructure actually costs them western prices instead of developing nation prices.

There was no point in Soviet (or even Russian) history when a fighter had to use weights in lieu of a radar. What the US is facing is far beyond late USSR in many fields.
USSR did screw up bad but they never sacrificed their fundamentals in return for greater profit, thus they were able to bounce back despite taking a while. The USA has almost completely sacrificed most of its fundamentals in return for greater profit, arrogantly believing that the world will give them all the resources its wants on the cheap for ever. Once the world decided that they want nothing to do with that crap, they suddenly found themselves completely lacking in almost all areas and its stock pile in critical levels. This kind of crap is so bad that they decided to pretend they are ok when most countries would furiously pull back and do every thing to restore its fundamentals no matter how hard it is to do. Also they seem to have a thing for rewarding the idiots who got them in this mess when most rational people will have them executed painfully as a consequence of such an epic failure. The USA is quite frankly done at this rate. Why both Ukraine and Israel are trying to suck the USA dry is beyond me because if the USA is out of power and resources, both nations are next on the chopping block because they need them to survive even a few days.
