If you're a GM supplier, this is the fastest and easiest way to cash out big time. Have Chinese components shipped to Vietnam, Thailand, or Cambodia. Have any indicators of origin removed and replaced. Sell to GM at the maximum markup you can extract.
If it were that easy, everybody in America would do this to circumvent the tariffs (not forgetting, in addition, accumulating costs by adding more middlemen).

It basically doesn't matter. The way that the Europeans are wired right now, if it's not this bit of theft, there will be another one next week, or the week after that. In the mean time, it's super easy for China to go really slow on the shipment of Nexperia chips to the EU. To make it really hurt, instead of an outright ban, it can reduce the outflow to say, 10% of what the European industry needs. There are nearly an infinite number of ways to pull that football away.
