Acting tough on China to tap into the deep and widespread Western hatred and fear of China is pretty much standard operating procedure for every Western politician and political party nowadays. Since the effects of China's retaliation will not be felt until after the election is over, this is really the optimal timing to pull such a stunt.
These are all interdependent; talent doesn't just appear out of thin air. Without a good support system, governance structure, or social cohesion, it's impossible to have a country brimming with talent.
