Even though the one child policy had exceptions this change has been overdue for a long time in my book. Very happy for all Chinese parents who want a second kid but couldn't have one before because of the one child policy.

China adopts two-child policy

China will ease family planning restrictions to allow all couples to have two children after decades of the strict one-child policy, the ruling Communist Party said on Thursday, a move aimed at alleviating demographic strains on the economy.

The policy is a major liberalization of the country's family planning restrictions, already eased in late 2013 when Beijing said it would allow more families to have two children when the parents met certain conditions.

A growing number of scholars had urged the government to reform the rules, introduced in the late 1970s to prevent population growth spiraling out of control, but now regarded as outdated and responsible for shrinking China's labor pool.

For the first time in decades the working age population fell in 2012, and China, the world's most populous nation, could be the first country in the world to get old before it gets rich.

The announcement was made at the close of a key Party meeting focused on financial reforms and maintaining growth between 2016 and 2020 amid concerns over the country's slowing economy.

China will "fully implement a policy of allowing each couple to have two children as an active response to an aging population", the party said in a statement carried by the official Xinhua news agency.

There were no immediate details on the new policy or a timeframe for implementation.

Wang Feng, a leading expert on demographic and social change in China, called the change an "historic event" that would change the world but said the challenges of China's aging society would remain.

"It's an event that we have been waiting for a generation, but it is one we have had to wait much too long for," Wang said.

"It won't have any impact on the issue of the aging society, but it will change the character of many young families," Wang said.

TOO LITTLE, TOO LATE?

Under the 2013 reform, couples in which one parent is an only child were allowed to have a second child.

Critics said the relaxation of rules was too little, too late to redress substantial negative effects of the one-child policy on the economy and society.

Many couples who were allowed another child under the 2013 rules decided not to, especially in the cities, citing the cost of bringing up children in an increasingly expensive country.

State media said in January that about 30,000 families in Beijing, just 6.7 percent of those eligible, applied to have a second child. The Beijing government had said last year that it expected an extra 54,200 births annually as a result of the change in rules.

Chinese people took to microblogging site Weibo, China's answer to Twitter, to welcome the move, but many said they probably wouldn't opt for a second child.

"I can't even afford to raise one, let alone two," wrote one user.

Couples who flout family planning laws in China are, at minimum, fined, some lose their jobs, and in some cases mothers are forced to abort their babies or be sterilized.

William Nee, a China researcher at human rights campaign group Amnesty International, welcomed the move, but urged China to go further.

"China should immediately and completely end its control over people's decisions to have children. This would not only be good for improving human rights, but would also make sense given the stark demographic challenges that lie ahead," he said.

Not going to do them any good. China is now a highly urbanized and industrialized society were women have a high degree of education and labor participation. Those kinds of societies are marked by low birth rates. And as China further goes down the road of urbanization and industrialization the birth rate will stagnate at best or fall at worst. Just look at HK and Taiwan or even South Korea or Japan. They don't have a One Child Policy but their birth rates are even lower than that of China's.

No problem, all the government has to do is unleashed JUST a little porn site and watch the population numbers explode in China.:D;) When you have over a billion people it doesn't take long or much to replenish the numbers.

A commission headed by Russian Transport Minister Maksim Sokolov is to leave for Egypt on Saturday afternoon.

A criminal case has also been opened against the airline, Kogalymavia, for "violation of rules of flight and preparation for them", Russia's Ria news agency reported.

Oksana Golovin, a spokeswoman for the airline, said the company did not see any grounds to blame human error.

She told a press conference that the pilot had 12,000 hours of flying experience. Kogalymavia did not yet know what caused the crash, she said, but the plane was fully serviced.

Police are reported to be searching the company's offices.

Russian authorities say the plane was carrying 217 passengers, 138 of them women and 17 children aged between 2 and 17. Most were tourists. There were seven crew on board.

Egyptian officials investigating the scene said there were no survivors.

A centre to help relatives of the passengers has been set up at Pulkovo airport, Tass news agency quoted St Petersburg city officials as saying.

Initially there were conflicting reports about the fate of the plane, some suggesting it had disappeared over Cyprus.

But the office of Egyptian Prime Minister Sharif Ismail confirmed in a statement that a "Russian civilian plane... crashed in the central Sinai".

Officials say up to 50 ambulances have been sent to the scene.

Access to the area is strictly controlled by the military and the terrain is difficult, correspondents say.

One official told Reuters news agency that at least 100 bodies had been found.

"I now see a tragic scene," the official said. "A lot of dead on the ground and many died whilst strapped to their seats."

The plane split in two, with one part burning up and the other crashing into a rock, he added.

Egypt's civilian aviation ministry said the plane had been at an altitude of 9,450m (31,000ft) when it disappeared.

Live flight tracking service Flight Radar 24's Mikail Robertson confirmed the altitude.

He told the BBC that the plane started to drop very fast, losing 1,500 metres in one minute before coverage was lost.

Aviation official Ayman al-Mukadem said the pilot had reported technical difficulties before the plane went missing, the Associated Press reported.

All 224 passengers, including 17 children, on board the plane died after it crashed 23 minutes into its flight from Sharm el-Sheikh to St Petersburg. Most of those on board were Russian tourists.

A group that said it was speaking on behalf of Isis later posted an online statement claiming, “Soldiers of the caliphate were able to bring down a Russian plane above Sinai province.”

Several radical Islamist groups have called for attacks on Russian targets since it began airstrikes on Isis forces in Syria in late September, but experts were sceptical yesterday that militants had weapons powerful enough to reach the plane, which was flying at an altitude of more than 30,000ft.

Russia’s transport minister, Maksim Sokolov, said that the claim Isis militants brought down the plane “can’t be considered accurate”. Mohamed Samir, Egypt’s army spokesman, also refuted the claim, saying: “They can put out whatever statements they want but there is no proof at this point that terrorists were responsible for this plane crash. We will know the true reasons when the Civil Aviation Authority in coordination with Russian authorities completes its investigation.”

The Russian aviation regulator, Rosaviatsia, urged caution while the cause of the crash was being investigated, saying: “Until there is reliable evidence about the circumstances of what happened, there is no sense in putting forward and discussing any versions.”

However the claims are likely to impact the Russian public’s attitude to the country’s involvement in Syria, where Vladimir Putin has launched airstrikes in support of president Bashar al-Assad and against Isis fighters.

Investigators said they were checking fuel samples from the last refuelling stop, in the Russian city of Samara, and have focused on the possibility a technical failure could have caused the 18-year-old plane to crash.

A spokesman said investigators were questioning people who were involved in preparing the aircraft and its crew, and carrying out searches at Moscow’s Domodedovo airport where the airline that operated the plane was based.

Kogalymavia, which is also known as Metrojet, said there were “no grounds” to blame the tragedy on human error, news agency Ria Novosti reported. Captain Valery Nemov, 48, had 3,682 hours of flight time and had learned to fly the A321 at a training centre in Turkey in 2008.

Various reports had suggested that a mechanical problem could have played a role. Security sources said an initial examination of the crash site had shown the plane went down due to a technical fault, Reuters reported. Ria Novosti quoted a source in Sharm el-Sheikh airport as saying that the crew of the A321 had appealed to the airport’s technicians due to “engine start failures several times over the past week”.

Viktoria Sevryukova, 24, was another of the names on a passenger list published by Russia’s Association of Tour Operators. She had posted photographs of herself relaxing on the beach during her holiday in Sharm el-Sheikh.

Sevryukova’s friend, Yevgenia Beryozina, told the Guardian she felt emptiness and still could not believe the news. “She was my best friend – she had waited for this trip like I don’t know what,” Beryozina said. “And now she’s gone. Just like that, she’s gone.”

Beryozina described Sevryukova as “positive, smart and sociable” and that “everything was just starting to work out” in her life. “It’s just not fair,” she said.

Both Russia and Egypt are denying this claim.

But LiveLeakhas now posted a video they say was released by ISIS.
