Vietnam's provocation in the SCS seems to be accelerating. There is a reason why historically, every once in a while the celestial empire had to teach the Vietnamese a lesson.
Are they expected to announce strategic partnership or comprehensive strategic partnership ?
The person is referring to excess capacity in ICE vehicle production. i presume they have foreign venture parts like Aisin/BorgWarner/Bosch/Continental etc. these are very specialized products. so far none of ICE foreign venture factories in Russia that closed down have been converted to some thing else than producing similar kind of vehicles.
Actually there is no evidence either way of Russia out producing NATO. what is happening is that Russia is using its Transport aviation both rotary and fixed wing much closer to front lines along with water ways, railways that create of logistic capacity for everything else like shells. Ukraine does not have that luxury. things will need to be moved from Poland and very likely hood destroyed by airpower.
Ukraine will never have the capacity if it does not have sustainable airpower and troops can take long vacations on rotations. there is much more to it that i dont want to add.

Isn't armoured vehicles and tank not just another ICE vehicle?
Given its mostly robots doing the work im sure when its needed those factory plans can be reshuffled, the robots can be reprogrammed to create armoured vehicles and tank instead of consumer ICE vehicles.
Why is NATO scrapping the barrel to give Ukraine the much needed ammunition to continue their offensive and defensive operations.
Im not a military expert by any means but sending cluster bombs to soften up trenches is stupid from what the expert say. But you don't have to believe me, when you have stoltenberg himself mention their ammo and weapon stock piles are emptied.
Gulf Arabs and the religious/ethinic balance inside USSR played much larger role. thats why Modi has so many Arab leaders in his G-20 meetup and Zelensky has phone call before MBS went for G-20.
