It is an issue with Cantonese. It is a very old language that uses "ghost" to describe foreign. Other Chinese languages use different words such as 外 and 番. Doubtful Cantonese felt it is offensive so it is difficult for them to change the words.
I have to say that the speaker is in no position to make the judgement of offensive. The word is a slang, not something that is used in formal context including Cantonese. In mandarin there is "洋鬼子“ which means exactly as the Cantonese variant "鬼佬", yet a well intended mandarin speaker will use "外国人" or "洋人", I don't believe that there is no equivalent in Cantonese. It is totally the fault of that speaker and any speaker who insist using the term, not the fault of Cantonese dialect.

Iraq is a case study in the sorrow brought by imperialism. Borders were deliberately drawn by the British to turn the former breadbasket of Mesopotamia into a war torn dystopia. Note how Kuwait was carved out and Iraq doesn't have control over it's own water.

With the help of China and Iran, maybe Iraq will recover from foreign imposed dictators and borders, and make the desert bloom again.

I'll provide the link later because I only was made aware of this from my friend's teenage son. It's on Instagram and I asked him to play the video (have yet to see the actual footage) on the phone and yeah it was pretty well pronounced that the idiots were reveling in using the slur against the basketball player.
What was the word? I assume Cantonese?

Instead, the direct method I suggest is to imprison the abuser since there is video evidence, ban the person to enter any sport's venue for some years, fine the person so much that really hurt.
China is developed society and advanced..

I have been to South Korea however which is another developed society and besides I am white hence I didn't notice anything but my local Korean-American friend who is now based there tells me over a soju night in Seoul that Racism is vanishing in SK and he said is mostly non-existent but said in the rural areas is different due to ignorance and lack of education and I strictly mean small rural areas.. Some of the people are not properly educated.. Racism is mostly rooted in ignorance by its essence it is basically a crime of ignorance if you examine it deeply and pragmatically your end stop will be ignorance

I see what you mean. If I am to summarize your points, there are two types of racial insulting languages. The one you attribute to lack of education in rural and ignorance such as Chinese terms of "foreign devil". Another one is used by people who are well aware of its offensiveness such as the N word in US and "black devil" in Chinese.

For the first type, you are right and I agree with you. But the second type can not be eradicated by education and can only be dealt by severe punishment. My post was about the second type. And I made that post because so far I haven't seen or heard which word was used in the incident with my eyes and ears, so I assumed the second type.

Putin has now learned one thing Eastern Europe is NATO base to contain them.. He send a letter but he got the answer before they even returned the letter.. The baltics, Poland, Romania including Finland and Ukraine.. I don't know why he needed to escalate when that was the obvious
