No. It was a reply tweet. I don't know how to separate them.
The tweet below is screenshot of a user who got interviewed by CNN but fell prey to their editorial wizardry prowess. She claims that it was a mistake for her to give interview to CNN and they made it look like she supported US occupying Afghanistan.
To clarify, she neither accepts US being in Afghanistan nor the hard-line government that could be created by Taliban after the takeover. But CNN felt she could be used towards good US propaganda.
Looks like a major oil find in China is about to be officially reported.

I converted the figure by using a unit converter. 1 billion tons of oil equals 6.85 billion barrels of oil.
I thought a metric ton = 7.33 barrels? Either way roughly 7 billion barrels is a huge increase in the oil reserves, but this doesn't imply production I think.
Annual production of 7.33+ million barrels a year according to the tweet so 20k barrels per day at max output from 2021-2025. At least if I am understanding this correctly:
"ensure annual production of over one million ton SHALE OIL 页岩油年产量达到100万吨以上 2021-20205"
