Welcome to working on projects with Indian coworkers; when they fail to perform, expect accusations of blame and deflection; in my experience, Indians will generally slow down a project and ask a billion questions not just because they lied to get into a role, but because it delays them from having to do the work and they get to draw a paycheque, rinse and repeat until they can use their paycheque to get like ten properties and fill it slumdog style with their co ethnics, and so they can retire back in India or fill more of the department with Indians.

I gave you one possibility on what the US government could do. You are the one who started talking on a different plane, repeating the same strawman scenario over and over.
We know they are working on a policy, as they aren't exactly being secretive about their intention. However, we have no basis on which we can evaluate their likelihood of success, because the policies haven't even come out yet. You are just hoping it would fail, then presenting it like a fact based nothing more than a strawman scenario where the US government tries to achieve an impossibility.
Rather than some gotcha argument you think you've got, the example with tariffs essentially prove "they will because they can". And what did the administration do after the ruling? Issue tariffs under a different legal excuse, lol! And when that one stops working, they would switch to another one. Rinse. Repeat. You are putting faith in a rigged system, and believing psychopaths will behave reasonably.
