The issue with your thinking and those on /r/localllama is the faulty assumption that psychopaths will behave reasonably. What I am telling you is my prediction on how psychopaths will actually behave.
I am talking about regulation on commercial activities. You are talking about total ban. We are not talking about the same thing.Every U.S. legal expert has said this is virtually impossible to ban Chinese open source models.
Even our favorite Kyle Chan (famously anti-China) says it's not possible!
It's possible that Congress will try to ban it, but as every legal expert has said, it's nearly impossible to enforce and has legal/constitutional issues (violation of First Amendment which protects software code as protected speech).
If you are already thinking of ways to skirt it, then you are essentially admitting that the US government can regulate. Whether you think this is justified or enforceable is altogether a separate discussion.What's going to happen is US gov't is going to say any commercial company involving federal contracts cannot use "Chinese models" hosted locally or using direct end-to-end API endpoints with China-based entities. You can fine tune a Chinese model into another American model, and easily skirt this and host it on American servers locally or American cloud. So basically they are screwed at the end of the day.
You and people on /r/localllama are acting all tough right now, but everyone will become the cheem on the right when they wake up one morning and aren't able to buy Chinese tokens through VISA.
Unless people are content with using outdated models, going local won't work. Nobody aside from multi-millionaires could afford the hardware to run SOTA Chinese models, and it would likewise be super expensive hosting Chinese models on American clouds. If I were you, I would waste less time debating about something that I have no control over, and load up years worth of tokens with Chinese LLM providers instead.
