I think the article was quite self-explanatory. One thing to note, if you have been watching the SPH thread in the Army section here, PLA has been taking delivery of this very type of system (PCL-181) at a rapid pace.

Rumor is they were killed by PLA soldiers ... usually if its an accident or weather, the Indians would announce it. Looks like they are trying to stir up trouble on the eastern sector now .
