Northrop to build 9 more E-2D Hawkeyes for Japan

US defense contractor Northrop Grumman Systems will build another nine E-2D Advanced Hawkeye airborne early warning & control (AEW&C) aircraft for the government of Japan.

The company was awarded a $1.36 billion contract modification by the US Naval Air Systems Command for the work.

This contract award follows the May 2019 delivery of the first E-2D aircraft to the Japan Air Self-Defense Force (JASDF). The country had a total of three aircraft on order prior to this contract.

In 2014, the Japanese Ministry of Defense competitively selected the E-2D to fulfill the nation’s AEW requirements. The Japan Air Self-Defense Force has operated the E-2C Hawkeye since the 1983.

The contract to build the first Japanese Advanced Hawkeye was awarded to Northrop in January 2016.

The E-2D Advanced Hawkeye (AHE) is an upgraded version of the E-2C Hawkeye featuring improved battle space target detection and situational awareness, especially in the littorals; support of Theater Air Missile Defense (TAMD) operations; and improved operational availability.

The ship has extremely advanced sensors and radars along with a 96 cell VLS launch system for surface to air missiles.

The ships are equipped with the SM-3 Block IIA and SM-6 missiles. The SM-3 Block IIA is the latest variant of the SM-3 missiles and is joint developed between the U.S. and Japan

SM-6 is capable of intercepting medium-range ballistic missile and can double as an anti-ship missile. This gives the Maya-class more flexibility in handling threats than its predecessors.

It has 16 type 12 anti ship missiles with a range of 400 kilometres.

F-35B's may start to operate from the JS Izumo from as early as 2020 and from the JS Kaga from 2022. Each ship could carry about 10 F-35B's.

Defense Force will reportedly complete modifications to the Izumo-class helicopter destroyer JS Izumo (DDH 183) during 2020. The improvements to the ship’s flight deck and other areas will permit it to support the operation of F-35B fighters. Similar improvements to its sister ship JS Kaga (DDH 184) will be completed in 2022.

Government officials recently revealed that US Marine Corps F-35Bs could initially operate from the ships prior to the operational fielding of Japan’s own aircraft after 2024. It is highly likely that the aircraft will at least support testing that will clear the ships to operate the short take-off and vertical landing (STOVL) Lightning II variant. The planned fleet of 40 F-35Bs will be operated by the Japan Air Self-Defense Force. Japan plans to order an initial batch of six F-35Bs in its upcoming 2020 fiscal year along with three additional F-35As.

fighters. The ships—Izumo and Kaga—should be operated as soon as possible, the defense ministry says, given the nation’s inadequate fighter coverage over the Pacific Ocean.

The ministry’s budget request for the fiscal year beginning in April 2020 includes ¥3.1 billion ($29 million) for the partial refitting of Izumo. There is no published timetable for completion. Also, the Parliament has not approved the funding even for beginning the work.

After modification, the ships each will be able to support about 10 F-35Bs.

A few weeks ago I raised the question whether the Izumo will possibly adopt the SRVL technique as used on the QE. Since then I have done some research and I can conclude that it will mot be possible as the Izumo just do not have sufficient deck length to conduct such landing within safety factors.

The SRVL as practiced by the British targets landing at 150 feet from stern and a stopping distance from braking of 300 to 500 feet thereafter (green box area). The aim is to stop at close to the center of the ship to minimize heaving effect from sea state and also to provide sufficient distance to do a bolter if necessary.

The USMC has concluded that its LHD and LHA do not have sufficient deck length to undertake such landing safely and will not adopt it a;though cross deck landing uisng such technique onto the bigger carriers is still an option.

As the Izumo is even 30 feet shorter than the Wasp class, it will not be possible within safety reasons.

That said, the bring back weight of 5000 lbs using vertical landing will still be sufficient to cover reserve fuel and a payload of 2 X JSM and 2 X AIM-120D for the F-35B.
