it's incredible these days the artillery of major Western armies is down to like one-hundred barrels

just an example, the situation is so pathetic I won't now look up how many it's for the UK or Germany, well it may be even less or zero, peace-armies probably removed "barrage" from their manual, replaced it with "humanitarian aid" and stuff

"Barrage" does heavy collateral damage, most of which is taken by civilians. As dense as western europe is, a hail of shells will do more in terms of unhuman slaughter than achieve any defined tactical target. PGMs are cheap and accurate enough to replace most of the shelling duties.
The token artillery you see is probably for use in overseas contingencies or other dire scenarios. Nobody wants to see 1940 again.

and yeah, I heard of the Koalitsya (with the rate of fire and range which are multiples of the Paladin's, but it's more because the Paladin is a ridiculous model)

We're going completely off topic here.
I was talking about prosperous western europe.
I wouldn't complain if Russia isn't upgrading their army to the next level with more effective armament and rather relying on brute force, as they're already having problems maintaining the force level they had in the past.
The point is, brute force no longer achieves parity with new tech in effectiveness.
Any time the artillery you mentioned above is in the range of firing of any western european nation, the conflict will already have been lost. So there's probably no way these units will ever fire into any region barring eastern europe.
