Because the UAE paid billions to develop it, but even those F16s are little more than target practice against F22s.

China exported the F7PG to Pakistan, which was much more advanced and capable than the J7s the PLAAF was flying; but China never exported the J8 despite strong Iranian interest.

Off the shelf export weapons will almost always perform worse than domestic versions.

... in case maximizing the RCS of a stealth fighter seems counter-intuitive TAHA21, the rationale is to have a detachable device which allows a stealthy aircraft to operate safely in civilian air space in peacetime. That way it is visible to air traffic control radars, but can quickly be returned to a stealthy configuration for combat missions by simply taking off the the luneburg lens.
