For the same reason that USAF did not choose YF23.
USAF 6th gen might be based on YF23. US has a history of going back and picking the loser from an old contest to be the next fighter. See YF-17 losing out to YF-16 (F-16) but the YF-17 became the F/A-18 later.

If it was Russia that was in US position, it would have picked both F-22 and F-23. But I'm getting off-topic with this.

That's a plain stupid argument, and the US never had "a history of going back and picking the loser from an old contest to be the next fighter". The YF-17 was chosen by the USN for the next carrier-borne fighter since its evolved F/A-18 was better suited for carrier ops than a navalised F-16.
