I wouldn't take the quote too seriously.

In the same quote, they say:

"The J-10C can produce 29,000 lb thrust, which is 10,000 lbs excess thrust than the JF-17 produces, and as much power as two and a half Mirages put together. A single Mirage produces 14,000 lb thrust"

Two and a half x 14,000 lbs = 35,000 lbs
And 35,000 lbs is obviously lower than 29,000lbs.

So I don't think they are being too careful with the real numbers lol
In the annotation of the photo they say “ws-10 engine could produce thrust In excess of 29000 lbs during take-off And whenever needed during combat In air.”

People who are hung up on the max thrust number are missing the forest for trees. The important thing is that the PAF pilots are startled by how powerful the WS-10 is and compared its performance favorably to that of F-16’s. Can you imagine that just 10 years ago an earlier variant of this engine was still spewing parts everywhere?

sure I can. It would be an embarrassment if WS-10 hasn't become a lot more powerful in 10 years. The only thing that really impressed me with WS-10 program is its current production rate.

But do we have any proof that production was handed over to GAIC?
I haven't seen any proof

Its all comes down to economics. China combines the world's largest savings pool with the world's largest technically and scientifically qualified workforce. And a massive domestic market. Under these circumstances progress in the industrial and technological fields will be rapid.

In fact I asked Sean O‘Connor from Jane‘s, this is his reply:

„As far as I can tell, GAIC at Anshun is currently producing the Wing Loong I/II, WZ-7, and JL-9. No sign of J-10 production. With the expanded construction halls at CAC I'm not sure they'd need to move J-10 production to GAIC. Unless CAC needs the production space for something else entirely?“

The other explanation is that they just have stopped producing J-10s for PLAAF
