The real problem is that the new uniform have inner knee/elbow pads pockets design, so it wouldn't need to wear external knee/elbow pads.

So the main issue would be why they didn't issue the inner knee/elbow pads along with the other equipment.

The inner pads are made of ethylene-vinyl acetate (EVA), a soft and light-weight

, which provides basic protection only. For situations that call for added protection, hard external pads are worn on the outside, often in conjunction with inner EVA pads.
